2.7 Key panels. The key panels shall made of steel. The key panels shall be hinged or pivoted in a manner to provide free swinging without binding or having too loose a fit.
2.8 Hooks. All key cabinets shall be provided with key-holding hooks. Each hook shall have the capacity to hold at least two keys of 0.080 inch minimum thickness or the equivalent in tags and have a clearance between the panel and hook of 1/4 inch for reception of tags. Hooks shall be spaced in the horizontal plane on not less than 1-3/8 inch centers and in the vertical plane not less than 3-1/2 inch centers. Alternate rows from top to bottom shall be staggered so that the hooks in the first, third, etc. (odd number) rows are in a vertical column not less than 3-1/2 on centers, and in the second, fourth, etc. are in vertical column midway between the vertical odd number columns. Vertical distance from the bottom row of hooks to the bottom of the panel shall be a minimum 2-1/8 inches.
2.9 Table mounting. When specified, a base for table mounting shall be provided for cabinets with a capacity or 500 keys or greater.
2.10 Metal finish. The surface finish of the sheet metal shall be as provided commercially. Any surface scratches, roughness, etc. that might be detected shall be rounded, beveled, deburred, or fabricated in a manner to prevent injury.
2.11 Enamel. The cabinets shall be finished with at least one coat of baked on enamel. There shall be no drips or runs in the enamel. The color shall be gray.
2.12 Workmanship. The key cabinets shall have no defects that affect appearance or durability.
3. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 or the Federal Acquisition Regulation (FAR).
4. PRODUCT CONFORMANCE PROVISIONS. The products provided shall meet the salient characteristics of this Commercial Item Description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance.
4.1 Inspections and tests. Sample key cabinets shall be inspected and tested for compliance with the requirements, features, workmanship and tests specified in this description.
4.2 Door and panel test. Sample key cabinets shall be examined and tested to determine that the doors and key panels swing freely, neither binding nor fitting too loosely, and that the hinges or pivots are firmly attached and of adequate size and strength. In making the preceding test, each key-retaining panel or door shall be loaded with a weight equivalent to 1-1/2 ounces for each key-holding hook. Failure of any of the welds, permanent distortions in excess of 1/16 inch or any other defects that would affect the serviceability of the cabinet shall be considered as failing to comply with the requirements of this commercial item description.
